Ukrainian President Volodymyr Zelensky States He Lacks Clear Security Pledge from Partner Nations
President Zelensky has stated that Ukraine's partners in Europe have failed to provide concrete pledges that they will defend Ukraine in the event of a new Russian aggression.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, comprehensive defense assurances have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.
Outcomes from the Paris Discussions
After the Paris talks, which involved some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be deployed.
Partner nations suggested that the US would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.
Moscow has not yet commented on the declaration made in the city of Paris.
President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about one-fifth of Ukrainian territory.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "a vital part of our dedication to support Ukraine for the long-term".
He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."
Zelensky hailed that accord as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.
"But as long as we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And should they materialize, you must ultimately depend primarily on your own strength."
Persistent Challenges and Fighting
The Paris talks were also notable due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
One envoy stated the participating countries "largely finished" their work on agreeing security protocols.
Recently, the President indicated a peace deal was "ninety percent complete".
Questions of land and defense pledges have been at the center of unresolved issues for diplomats.
Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.
Moscow currently controls about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with drones, though with more limited success.
